New Delhi: The Bureau of Indian Standards (BIS) has highlighted key safety provisions introduced under the National Building Construction Standards (NBCS) 2026, emphasizing safer and more inclusive evacuation systems for high-rise buildings. The updated standards aim to strengthen fire safety infrastructure, ensure accessibility for Persons with Disabilities (PwDs), and improve emergency preparedness as India’s urban skyline continues to grow vertically.

According to BIS, conventional lift systems can become major hazards during fire emergencies, often leaving residents stranded and exposing vulnerable occupants to significant risks. To address these challenges, NBCS 2026 introduces a comprehensive framework for emergency lift systems and protected firefighting infrastructure that prioritizes occupant safety during emergencies.
The revised standards recommend the installation of dedicated fireman’s lifts, protected firefighting shafts, independent power supply systems, and specialized evacuation lifts designed for Persons with Disabilities. These provisions are intended to enable safer evacuation and improve emergency response capabilities in high-rise developments, ensuring that no resident is left behind during critical situations.
BIS stated that the standards were developed through extensive consultations involving central and state government agencies, industry stakeholders, academia, technical experts, and end users. The framework was further refined in coordination with the Deregulation Cell of the Cabinet Secretariat and aligned with the recommendations of the NITI Aayog High-Level Committee on Non-Financial Regulatory Reforms.
Beyond fire safety, NBCS 2026 aims to simplify regulatory processes across the building lifecycle by reducing compliance burdens, encouraging ease of doing business in the construction sector, and promoting safer, more resilient urban development.
The standards reflect a shift toward performance-based and inclusive building regulations, particularly for high-rise residential and commercial projects where evacuation planning has become increasingly critical. The inclusion of dedicated infrastructure for emergency responders and accessible evacuation systems also aligns with India’s broader commitment to universal accessibility and disaster resilience.
BIS has made the complete National Building Construction Standards (NBCS) 2026 available for free download through its official website, allowing architects, engineers, developers, urban planners, regulatory authorities, and educational institutions to access the updated guidelines.
