Delhi Government Clears Mini Secretariat in Dwarka; 12 More Planned Across Capital

The Delhi government has approved the construction of a mini secretariat for the South West district in Sector 10, Dwarka, marking a major step toward decentralised and citizen-focused governance. The project, cleared by the Expenditure Finance Committee (EFC), is estimated to cost ₹212.91 crore and is part of a broader administrative reform agenda aimed at strengthening district-level public service delivery.

The proposed facility is designed to consolidate multiple local government departments under one roof, including Municipal Corporation of Delhi (MCD) zonal offices, reducing the need for citizens to visit multiple offices for routine administrative work. According to the Delhi government, this integrated model is expected to improve inter-departmental coordination while enhancing monitoring and review mechanisms at the district level.

Chief Minister Rekha Gupta has directed that similar mini secretariats be developed in all 13 revenue districts of Delhi. The Revenue Department has been tasked with assessing land availability, financial requirements, and implementation timelines, with an overall goal of completing all district secretariats within two years.

Architecturally, the Dwarka mini secretariat will have a total covered area of 35,535 square metres, including 21,737 square metres of built-up space and 13,798 square metres of basement parking. While the initial proposal estimated a 25-month construction period, the executing agency has been instructed to complete the project within 18 months, with strict provisions to prevent cost overruns.

The project will be executed in phases across three financial years—₹1 crore in 2025–26, ₹110.74 crore in 2026–27, and ₹101.91 crore in 2027–28. The EFC has also mandated stringent quality control measures, third-party inspections, and the formation of a project monitoring committee to ensure timely delivery.

In line with sustainability goals, the mini secretariat will be developed as a zero-waste facility, incorporating solar power systems, sewage treatment plants, and water-efficient infrastructure. Once completed, the Dwarka complex is expected to serve as a model for future district-level administrative buildings across Delhi.
