New Delhi | The Delhi Government has announced October 31, 2026, as the final deadline for submitting fresh applications under the Pradhan Mantri–Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY). The scheme enables eligible residents of 1,511 unauthorised colonies in Delhi to obtain conveyance deeds and authorisation slips, providing legal ownership rights to their properties.

According to a notice issued by the Delhi Revenue Department, no new applications will be accepted after October 31, 2026. Residents have been advised to complete the application process well before the deadline through the PM-UDAY portal to avail themselves of the scheme’s benefits. The programme was originally launched by the Central Government on October 29, 2019.
Official data shows that around 40,000 conveyance deeds and authorisation slips had been issued as of March 31, 2026. However, only about 2,000 fresh applications have been received since April this year, prompting the government to simplify the implementation process.
To improve participation, the Centre relaxed key provisions on April 7, 2026, allowing 1,511 of Delhi’s 1,731 unauthorised colonies to be regularised on an “as-is, where-is” basis. This removed the earlier requirement for approved layout plans, enabling property owners to prepare building plans through empanelled architects and upload them online.
Following these changes, the Delhi Government assumed responsibility for implementing the scheme. Since April 24, 2026, the registration process has been revamped and integrated with the Swagam Portal and the National Generic Document Registration System (NGDRS), allowing applications to be processed digitally with minimal physical visits to government offices. Existing applicants can log in using their previous credentials, while new applicants must first obtain a mandatory PM-UDAY card before proceeding. The revamped system aims to extend ownership rights to nearly 10 lakh households across the eligible colonies.
Despite the simplification of procedures, some residents have expressed concerns regarding documentation requirements, particularly in establishing the chain of ownership documents. Others remain uncertain about the practical benefits of completing the process. Meanwhile, South Delhi MP Ramvir Singh Bidhuri has urged residents to take advantage of the simplified scheme and called for the inclusion of the remaining 69 affluent unauthorised colonies and colonies located in ‘O Zones’ under PM-UDAY.
