National Study Highlights Low Gram Sabha Participation Across India, Report to Be Released on June 30

New Delhi: The Ministry of Panchayati Raj is set to release a national study examining the issue of low participation in Gram Sabha meetings across States and Union Territories. The report, prepared by the National Institute of Rural Development and Panchayati Raj (NIRD&PR), will be officially released on 30 June 2026 in New Delhi by Dr. R. Balasubramaniam, Member, NITI Aayog, in the presence of Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, along with senior government officials, academicians, researchers, and Panchayati Raj stakeholders.

The study is based on extensive field research involving approximately 7,790 respondents from nearly 400 Gram Panchayats across 26 States and Union Territories, including areas governed under the Panchayats (Extension to Scheduled Areas) Act (PESA) and women-led Gram Panchayats. The research aims to identify the factors responsible for low public participation in Gram Sabha meetings and recommend practical measures to strengthen grassroots democratic institutions.

According to the Ministry, the report examines multiple dimensions that influence participation, including public awareness, communication mechanisms, inclusiveness, institutional responsiveness, governance practices, infrastructure availability, and citizens’ perceptions of Gram Sabha functioning. The findings are expected to provide evidence-based recommendations for policy formulation, institutional reforms, and improved citizen engagement in local self-governance.

The Gram Sabha, established under Article 243A of the Constitution of India, serves as the foundation of participatory democracy in rural governance. By identifying barriers to participation and suggesting strategies to enhance community involvement, the study seeks to support more transparent, accountable, and inclusive Panchayati Raj Institutions across the country.

The release of the report comes at a time when strengthening local governance and promoting citizen participation are key priorities for rural development. Its recommendations are expected to assist policymakers, state governments, and Panchayati Raj institutions in improving the effectiveness of Gram Sabha meetings and reinforcing democratic decision-making at the grassroots level.
