In a major step towards formalising informal settlements, residents of over 1,500 unauthorised colonies in Delhi can now apply online for property regularisation through the SWAGAM portal launched by the Municipal Corporation of Delhi. The initiative comes into effect from Friday, following the Centre’s recent policy rollout aimed at granting legal recognition to properties on an “as is, where is” basis.

Under the new framework, property owners in 1,521 identified unauthorised colonies can log into the SWAGAM portal to initiate the registration process. Applicants who already possess conveyance deeds (for properties on government land) or authorisation slips (for private land) previously issued by the Delhi Development Authority can directly proceed with regularisation. Meanwhile, those lacking these documents will be redirected to the PM-UDAY Scheme portal, where such ownership documents will be issued.
A significant administrative shift accompanies the policy. The authority to issue conveyance deeds and authorisation slips has now been transferred from the DDA to the Revenue Department of the Delhi Government. To streamline operations, dedicated cells are being established under Additional District Magistrates (ADMs) across all 13 districts, who will function as nodal officers for processing applications.
Officials estimate that the move will benefit more than 10 lakh households, marking one of the largest urban regularisation exercises in the capital. Previously, the DDA had issued around 40,000 conveyance deeds and authorisation slips, indicating the scale of pending demand.
A detailed Standard Operating Procedure (SOP) for the process is currently being finalised. Once applicants receive conveyance deeds or authorisation slips, the MCD will issue regularisation certificates through the SWAGAM portal. These certificates will enable property owners to formally register their properties with sub-registrars of the Revenue Department via the National Generic Document Registration System portal.
The initiative is expected to significantly enhance tenure security, unlock property value, and improve access to infrastructure and financial services for residents of unauthorised colonies, while also strengthening urban governance and planning mechanisms in Delhi.
