In a significant policy reversal, the government of Punjab has withdrawn its controversial Unified Building Rules 2025, restoring earlier regulatory frameworks governing urban development. The decision, announced by the state’s housing and urban development department, comes in response to mounting judicial scrutiny and widespread public opposition.

With this rollback, the state will revert to the Punjab Urban Planning and Development Building Rules 2021 and the Punjab Municipal Building Bye-laws 2018. Legally, authorities have clarified that the 2025 rules will be treated as if they were never notified, effectively nullifying the December 2025 policy framework.
The withdrawal follows two key legal challenges in the Punjab and Haryana High Court, where petitioners raised serious concerns regarding the new rules. Among the prominent issues highlighted were alleged legislative overreach and the dilution of essential safety standards, particularly in fire safety and urban planning protocols. Petitioners also pointed to the absence of critical infrastructure assessments, including the carrying capacity of water channels, sewer networks, and road systems.
Originally proposed in August 2025, the Unified Building Rules faced strong resistance during the public consultation phase. Despite objections from planners, environmentalists, and civic groups, the government proceeded with implementation, triggering further backlash.
Urban planning experts and environmental advocates have welcomed the government’s decision to withdraw the policy, calling it a necessary correction. They emphasized that urban regulations must be grounded in scientific analysis, environmental considerations, and public safety priorities rather than merely facilitating construction activity.
The state government has not yet clarified whether it intends to introduce a revised version of the unified rules or continue with the reinstated frameworks for the foreseeable future. The development underscores the growing importance of participatory governance and evidence-based policymaking in shaping India’s rapidly evolving urban landscape.
