New Delhi: The Central Vista redevelopment project has entered another significant phase with the complete demolition of Nirman Bhawan, making it the first among the post-Independence ministerial office complexes to be cleared for the construction of new Common Central Secretariat (CCS) buildings.

Nirman Bhawan, which earlier housed the Ministry of Health & Family Welfare, the Ministry of Housing & Urban Affairs (MoHUA), and the Central Public Works Department (CPWD), had been vacated in 2025 as these offices were shifted to newly developed government complexes across Delhi.
According to official sources, the site has now been fully cleared of office structures, although an electricity sub-station operated by the New Delhi Municipal Council (NDMC) is yet to be relocated from the premises. Meanwhile, preparations for the demolition of the neighbouring Udyog Bhawan are already underway, with heavy machinery deployed at the site.
The demolition forms part of the Union Government’s ambitious Central Vista redevelopment initiative, launched in 2019 to modernize India’s administrative infrastructure. The project proposes the construction of ten Common Central Secretariat buildings aimed at consolidating ministries and departments currently spread across multiple office blocks in the capital.
The land occupied by Nirman Bhawan and Udyog Bhawan will be used for the construction of CCS 8 and CCS 9. The CPWD awarded the construction contract to Ahluwalia Contracts (India) Ltd. earlier this year at a project cost of ₹3,069.70 crore, with completion targeted within 21 months. The proposed structures will each rise seven floors high.
So far, three CCS buildings have already been completed and renamed as Kartavya Bhavan. Other major developments under the Central Vista project include the new Parliament building, the Vice-President’s Enclave, and the Prime Minister’s Office complex known as Seva Teerth.
Several other post-Independence government office buildings, including Krishi Bhawan and Shastri Bhawan, are also planned for demolition to accommodate the remaining CCS complexes. In addition, the Indira Gandhi National Centre for the Arts and Raksha Bhawan structures have already been demolished as part of the larger redevelopment exercise.
The historic North Block and South Block buildings, however, are being preserved and repurposed into a new National Museum. According to the Ministry of Housing and Urban Affairs, the sanctioned expenditure for the Central Vista redevelopment project stood at ₹13,169.61 crore as of February this year.
