Call for Papers: HUDCO Publication Focuses on ULBs and Viksit Bharat Vision

New Delhi: The Housing and Urban Development Corporation Limited (HUDCO), through its Human Settlement Management Institute (HSMI), has issued a Call for Papers/Articles for the April 2026 issue of its peer-reviewed publication SHELTER (ISSN: 2347-4912). The upcoming issue will focus on the theme “Role of Urban Local Bodies (ULBs) in realising the goal of Viksit Bharat @2047.”

SHELTER is an ISSN-recognised publication that addresses critical issues related to housing, urban infrastructure development, and the broader habitat sector. Researchers, academicians, urban practitioners, and professionals are encouraged to submit original, theme-aligned papers for consideration. Only accepted papers will be acknowledged and published.

About the Theme

India’s ambition to become a developed nation by 2047 hinges on the sustainable, resilient, and future-ready transformation of its cities. Urban Local Bodies (ULBs) are pivotal to this journey, playing a central role in planning, development, and management of urban areas. Their responsibilities span water supply, sanitation, drainage, solid waste management, regulation of urban growth, and delivery of social welfare programmes—especially for vulnerable and marginalised communities.

As grassroots institutions of urban governance, ULBs are instrumental in driving reforms, strengthening service delivery, and shaping inclusive and sustainable cities. The April 2026 issue of SHELTER seeks to critically examine and highlight ULBs’ contributions toward defining India’s urban future.

Suggested Sub-Themes

Contributors may focus on, but are not limited to, the following sub-themes:

  1. Capacity building for financial strengthening of ULBs
  2. Monetisation and management of municipal assets
  3. Water supply, sewerage, drainage, and solid waste management
  4. Innovative financing mechanisms such as PPPs, InvITs, and loan structuring for infrastructure projects
  5. Digital enablement of urban governance

Submission Guidelines (At a Glance)

  • Format: MS Word; Times New Roman, font size 12, 1.5 line spacing
  • Length: 3,000–5,000 words
  • First Page Must Include:
    • Title of the paper
    • Abstract (up to 200 words) highlighting the paper’s contribution
    • Author(s) name(s), designation(s), affiliation(s), and email ID(s)
    • Full postal address of the corresponding author
  • References: Complete, accurate, and arranged alphabetically by author surname
  • Figures/Tables/Graphs: To be submitted separately in high-resolution JPG/JPEG with proper captions and sources
  • Declaration: A statement confirming originality and that the paper is not published or under consideration elsewhere
