The National Industrial Corridor Development Corporation (NICDC) has marked a significant milestone in Bihar’s industrial development with the formal launch of Bihar Integrated Manufacturing City Gaya Limited (BIMCGL) by Bihar Chief Minister Samrat Choudhary at Bodh Gaya on October 24, 2026. The event also featured the curtain raiser for Bihar Business Connect 2027, highlighting the state’s industrial potential and investment opportunities.

A major highlight of the programme was the signing of 12 Memoranda of Understanding (MoUs) with prospective investors for approximately 300 acres of industrial land at Integrated Manufacturing Cluster (IMC) Gaya. The proposed investments are valued at around ₹4,200 crore and are expected to create 16,095 employment opportunities. The proposed projects cover sectors such as food processing, automobile components, medicinal products, pharmaceuticals and other manufacturing activities.
Earlier, the Bihar government had also signed MoUs with prospective investors covering approximately 2,586 acres at IMC Gaya, representing proposed investments of ₹31,750 crore and an estimated employment potential of 52,050 opportunities.
Integrated Manufacturing Cluster Across 1,670 Acres
BIMCGL is the Special Purpose Vehicle (SPV) responsible for implementing IMC Gaya under the Amritsar–Kolkata Industrial Corridor (AKIC), as part of the National Industrial Corridor Development Programme (NICDP). Located in the Dobhi block of Gaya district, the project spans 1,670 acres and was approved by the Government of India on August 28, 2024, at a total cost of ₹1,339 crore, including land cost.
The manufacturing cluster is expected to attract investments of approximately ₹16,500 crore and generate employment opportunities for around 1.10 lakh people. BIMCGL was incorporated on January 6, 2025, as a joint venture between the Bihar Industrial Area Development Authority (BIADA) and the National Industrial Corridor Development and Implementation Trust (NICDIT), with equal equity participation.
The company will coordinate project execution, infrastructure development, statutory clearances, utility connectivity and investor facilitation to support timely implementation.
Infrastructure Development and Connectivity
Infrastructure development at IMC Gaya is progressing, with the state government having taken possession of the entire project land. The Government of India released the first tranche of equity amounting to ₹132 crore in September 2025 against the transfer of 415 acres. The project management and construction supervision consultant, along with the EPC contractor for trunk infrastructure works, has been appointed, and physical construction has commenced.
The industrial city will feature integrated infrastructure, including internal roads, water supply, sewerage and wastewater treatment facilities, power distribution, solid waste management and fire safety systems. Its location near National Highways 22 and 19, with Gaya Airport approximately 39 kilometres away, is expected to support connectivity to major industrial and commercial centres.
Construction of an exclusive helipad is also at an advanced stage to improve accessibility for investors, business delegations and senior officials. The project’s planning also incorporates provisions for industrial water requirements and adequate water storage to support year-round availability and sustainable industrial operations.
Focus on Manufacturing and Local Employment
IMC Gaya will focus on agro-based industries, textiles and readymade garments, furniture, handicrafts and handloom, and engineering and fabrication. Its infrastructure is designed to accommodate large manufacturers as well as micro, small and medium enterprises (MSMEs), encourage local entrepreneurship and strengthen regional industrial value chains.
During the launch, Chief Minister Samrat Choudhary reiterated the state government’s commitment to accelerating industrial development, attracting investment and generating employment through improved infrastructure and investor-friendly initiatives. Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi highlighted the Centre’s support for strengthening manufacturing, MSMEs and employment generation in Bihar.
The Chief Minister also unveiled the BIMCGL logo and launched its official website and Integrated Land Allotment Portal, intended to improve transparency, streamline industrial land allotment and facilitate investors.
The programme brought together approximately 250 delegates, including representatives of the Japanese, Thai and Lao embassies, government officials, industry associations and prospective investors. Representatives of Bihar Foundation chapters from 55 countries also participated virtually.
The launch of BIMCGL, alongside the curtain raiser for Bihar Business Connect 2027, underscores the Centre–state partnership in developing investment-ready industrial infrastructure. With construction underway and investor engagement continuing, IMC Gaya is positioned to emerge as a major manufacturing destination in eastern India, supporting Bihar’s industrial transformation and the broader vision of Viksit Bharat 2047.
