New Delhi | Prime Minister Shri Narendra Modi inaugurated Seva Teerth along with Kartavya Bhavan-1 & 2 in New Delhi, describing the occasion as the beginning of “a new chapter in India’s administrative history.” The event, held on February 13, 2026, marked the formal dedication of the newly constructed administrative complexes to the nation.

Addressing officials from the Prime Minister’s Office, Cabinet Secretariat, and various departments, the Prime Minister congratulated the teams involved in conceptualizing and executing the project, including engineers and workers who contributed to its construction.
Calling Seva Teerth a symbol of service-driven governance, he said the complex embodies the principle of “Nagrik Devo Bhava” (Citizens are akin to God), reinforcing the government’s commitment to “India First”. He expressed hope that the new premises would inspire generations of civil servants to pursue selfless service and national welfare.
Major Policy Decisions Announced
During the inaugural ceremony, the Prime Minister signed several key files linked to welfare, agriculture, women empowerment, and innovation. The major decisions include:
- Launch of PM RAHAT Scheme: Victims of accidents will receive cashless medical treatment up to ₹1.5 lakh, ensuring immediate emergency care.
- Expansion of Lakhpati Didi Scheme: The target has been doubled to 6 crore beneficiaries, aimed at strengthening women’s financial independence.
- Agriculture Infrastructure Fund: The fund allocation has been increased from ₹1 lakh crore to ₹2 lakh crore to support farmers and enhance rural infrastructure.
- Startup India Fund of Funds 2.0: A ₹10,000 crore corpus has been approved to support early-stage startups and deep-tech research.
Symbolic Dedication and Cultural Message
The Prime Minister also released a commemorative postage stamp and coin marking the inauguration of Seva Teerth and Kartavya Bhavan. In his remarks, he emphasized that “Kartavya” (duty) is the life force of a vibrant nation and reiterated the government’s long-term effort to move beyond colonial mindsets in public administration.
He stated that every decision taken at Seva Teerth would aim to improve the lives of 140 crore citizens, reinforcing a citizen-centric governance culture.

The inauguration of Seva Teerth and Kartavya Bhavan forms part of the ongoing transformation of New Delhi’s administrative district. With upgraded office infrastructure and consolidated administrative facilities, the project is expected to enhance efficiency, coordination, and service delivery at the highest levels of governance.
