New Delhi: The CSIR-Central Road Research Institute (CSIR-CRRI) organized a specialized training programme for engineers of the Public Works Department (PWD), Government of National Capital Territory of Delhi (GNCTD), focusing on the implementation of the Commission for Air Quality Management (CAQM) Standard Framework for the paving and greening of urban roads across the National Capital Territory.
The one-day programme was held at the NDMC Convention Centre and brought together CRRI scientists and PWD engineers to discuss scientific road design, environmental mitigation measures and standardized paving practices aimed at reducing road dust and contributing to improved air quality in Delhi.
The inaugural session began with traditional lamp lighting and a formal welcome of the dignitaries. Dr. Ch. Ravi Sekhar, Director, CSIR-CRRI, delivered the inaugural address, along with Sh. Naveen Bansal, Engineer-in-Chief (EinC), PWD, and Sh. Ravi Jha, Special Secretary-2, PWD.
The training programme covered both technical and field-level planning aspects of urban road development. CRRI experts provided an orientation on the background and principles of paving and greening guidelines in the NCR, urban space standards and road network planning aligned with IRC guidelines, with emphasis on environmental performance and road safety.
A dedicated technical module addressed carriageway design and data formats, including standards applicable to different categories of urban roads and formats for systematic data collection. The programme also covered public transport and non-motorized transport (NMT), including engineering benchmarks for public transport facilities and standards for pedestrian walkways and NMT infrastructure.
Another key component focused on road safety and infrastructure integration. Participants discussed road signs and markings and the integration of essential urban utilities such as drainage systems, electrical utilities, telecom networks, bus stops and gas fuel stations within the urban road network.
The sessions were led by CRRI domain experts and scientists, including Dr. Ch. Ravi Sekhar, Dr. Sampath Kumar, Dr. K. Ravinder, Dr. E. Madhu, Dr. Mukti Advani, Dr. Minal Chandra, Dr. Chintaman Bari and Dr. Nischal Gupta.
The programme concluded with an interactive discussion between CRRI scientists and participating PWD engineers. The discussion focused on establishing an operational roadmap and identifying the way forward for field-level implementation of the CAQM framework across Delhi’s road network.
The initiative underlines the importance of coordinated scientific and engineering approaches to urban road planning, particularly in addressing road dust, pedestrian infrastructure, mobility, safety and the greening of Delhi’s streets.
