New Delhi: The Delhi Urban Art Commission (DUAC) has accepted the revised proposal submitted for the completion of the boys’ hostel and faculty block at Hindu College, University of Delhi, North Campus, paving the way for the issuance of the part-completion No Objection Certificate (NOC).

The proposal had earlier received DUAC approvals at different stages. The Commission approved the faculty block in April 2022, while the redevelopment of the boys’ hostel was approved in July 2023. However, the completion NOC was subsequently withheld after DUAC raised several observations concerning documentation, compliance and site conditions.
Following the submission of clarifications and revised documents, DUAC reviewed the drawings, supporting records, site photographs and compliance reports. The Commission subsequently accepted the revised proposal for a part-completion NOC, according to the minutes of its recent meeting.
The completion plans will now be forwarded to the North Delhi Municipal Corporation for further consideration. The project had encountered difficulties at the completion stage after DUAC initially declined to grant the part-completion NOC during meetings held on June 10 and June 30.
Among the deficiencies earlier identified by the Commission were incomplete documentation, pending compliance requirements, terrace photographs showing completed works and services, and a comparative statement indicating the approved parking provisions against the actual provisions at the site.
DUAC also observed that certain construction and site-development works were still underway and sought details of any deviations from the approved design. After the revised submission was examined, the Commission accepted the proposal for a part-completion NOC.
The development marks an important step towards formal completion of the hostel and faculty facilities at the historic North Campus institution. Hindu College’s official prospectus notes that the new boys’ hostel was planned as part of the college’s infrastructure expansion, while a new two-storey Sanganeria Faculty Block has also been developed.
