The Government of India has significantly expanded the digitisation of rural property records under the SVAMITVA Scheme, completing drone-based surveys in over 3.30 lakh villages and preparing 3.24 crore Property Cards covering 1.97 lakh villages across the country. The initiative aims to provide legal property ownership records to residents of rural inhabited areas, reduce land disputes, and strengthen local governance.
According to the Ministry of Panchayati Raj, the SVAMITVA Scheme uses drone surveys along with Continuously Operating Reference Stations (CORS) technology to prepare highly accurate maps of village abadi areas. These maps help clearly demarcate property boundaries and facilitate the issuance of Record of Rights (RoR) to rural property owners. Before Property Cards are issued, State authorities undertake ground verification and resolve objections or disputes to ensure transparency and fairness in the process.
An impact assessment conducted by Indian Institute of Management (IIM) Ahmedabad found that the scheme has contributed to a substantial increase in the amount of bank loans availed against Property Cards. The study also observed growth in Gram Panchayats’ own-source revenues, including property tax and other local taxes, after implementation of the scheme. However, the Ministry clarified that it does not maintain data comparing the number of land disputes resolved before and after the scheme’s implementation.
As per the latest figures, the scheme covers 3,38,722 notified villages, with drone surveys completed in 3,30,854 villages. Property Cards have been prepared for 1,97,186 villages, amounting to 32,416,278 Property Cards nationwide.
Among the leading states, Uttar Pradesh has prepared more than 1.20 crore Property Cards, followed by Madhya Pradesh with 68.19 lakh, Maharashtra with 39.71 lakh, Haryana with 25.15 lakh, and Gujarat with 18.62 lakh Property Cards. Haryana has completed Property Card preparation in all 6,260 surveyed villages, while several other states continue to expand implementation.
The Ministry also released detailed state- and district-wise progress, highlighting varying levels of implementation across the country. While many states have completed drone surveys, the pace of Property Card preparation differs depending on local verification and administrative processes.
