NCR Plan 2041 Proposes Elevated Road Parallel to Delhi’s Outer Ring Road to Ease Traffic Congestion

New Delhi: In a significant proposal aimed at addressing rising traffic congestion in the National Capital Region (NCR), the NCR Regional Plan 2041 has recommended the development of an Elevated Outer Ring Road (EORR) running parallel to Delhi’s existing Outer Ring Road. The proposal is expected to be considered by the National Capital Region Planning Board (NCRPB) for approval.

According to the plan, the proposed EORR will function as an alternative corridor to decongest Delhi’s busy road network and improve regional mobility. The project may be developed either as an elevated roadway or as an at-grade corridor, depending on the outcome of detailed feasibility studies and project reports.

The concept of the EORR was first envisaged in 2021, with its alignment largely following the Urban Extension Road-II (UER-II) corridor. However, since UER-II has now been substantially completed, planners have proposed a new tentative alignment. The revised route has reportedly been identified using in-house mapping and satellite imagery and will be finalized after detailed technical and feasibility assessments.

The Regional Plan also recommends the provision of adequate slip roads and access points connecting the proposed EORR with the existing Outer Ring Road. These connections are expected to facilitate smoother entry and exit movements while allowing the corridor to operate as an effective bypass for through traffic.

Officials associated with the planning process noted that while infrastructure proposals often aim to accommodate growing populations and increasing vehicular volumes, implementation timelines can be lengthy. They cited the example of UER-III, which was conceptualized in the early 2000s but reached completion only recently.

To accelerate project delivery, the NCR Plan 2041 has urged authorities to expedite feasibility studies and the preparation of detailed project reports, paving the way for faster construction and implementation of the proposed link.

The proposed EORR is expected to play a crucial role in enhancing regional connectivity, reducing congestion, and supporting the long-term transportation needs of the rapidly growing NCR.
