Tender Notice: Traffic & Travel Survey for GIS-Based Master Plan under AMRUT 2.0

The Centre of Excellence (CoE), School of Planning and Architecture (SPA), New Delhi, has invited bids from experienced survey agencies for conducting comprehensive traffic, travel, land use, and household surveys as part of the GIS-Based Master Plan under AMRUT 2.0 for the Nagla Planning Area, Uttarakhand.

The project aims to generate detailed spatial and mobility data to support evidence-based planning and infrastructure development. The selected agency will be responsible for executing multiple survey components, including traffic volume counts, origin-destination surveys, parking studies, pedestrian assessments, and land use mapping across identified locations.

Scope of Work

The assignment includes a wide range of surveys such as:

  • Traffic Volume Counts (Outer Cordons & Mid-blocks)
  • Origin-Destination Surveys
  • Turning Movement Counts
  • Household Surveys (minimum sampling standards)
  • Parking and Pedestrian Surveys
  • Speed & Delay Studies
  • Road Network Inventory and Land Use Survey

The project covers multiple locations and transport modes including road, rail, and bus systems, ensuring a comprehensive understanding of travel patterns.

Project Timeline

All surveys, including data coding and processing, are to be completed within 21 days from the date of commencement.

Eligibility Criteria

Interested agencies must demonstrate:

  • Minimum 5 years of professional experience
  • Proven capacity to handle large-scale urban surveys
  • Availability of trained supervisors and enumerators
  • Experience in at least 10 similar urban projects
  • Submission of GST returns, IT returns, and work plans

Submission Guidelines

  • Bids must be submitted via Speed Post to the CoE-UPD Office, SPA New Delhi
  • Deadline: 12 March 2026 (5:00 PM)
  • Technical and Financial proposals must be submitted separately in sealed envelopes for each work package
  • Selection results will be communicated by 19 March 2026

Evaluation Process

The tender follows a two-bid system (Technical + Financial). Only technically qualified agencies will be considered for financial evaluation, and contracts will be awarded to the lowest (L1) bidder for respective packages.

Payment Terms

  • 10% mobilization advance
  • 90% payment upon submission of final data and reports

Key Conditions

  • Agencies must ensure trained manpower, safety measures, and proper equipment deployment
  • Data quality and adherence to methodology are critical; re-surveys may be required in case of discrepancies
  • Delay penalties of 0.5% per day (up to 10%) will apply for non-compliance with timelines
