Union Home Minister and Minister of Cooperation Amit Shah on 30 Jan, 2026 laid the foundation stone for the new Assam Legislative Assembly building in Dibrugarh, along with the ground-breaking and inauguration of five major development projects worth approximately ₹1,715 crore, according to an official release by the Press Information Bureau.

The event was attended by Assam Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, Minister of State Pabitra Margherita, and other senior officials. The new Assembly complex will come up on 57 bighas of land and is part of the Assam government’s plan to develop Dibrugarh as the state’s second capital.

Addressing the gathering, Shah said the project reflects the government’s commitment to inclusive regional development and decentralised governance in Assam. He noted that infrastructure expansion in Upper Assam would strengthen administrative reach and public access.

Among the key announcements was the development of 15 large wetlands at a cost of ₹692 crore to mitigate floods, benefiting nearly 7.5 lakh people and irrigating about 77,000 hectares of agricultural land. The wetlands are expected to enhance groundwater recharge, support multi-cropping, and create opportunities for tourism and water sports.
Shah also inaugurated the first phase of a multi-disciplinary sports complex in Dibrugarh, built at a cost of ₹238 crore over 106 bighas, featuring indoor and outdoor sports facilities, hostels, and coaching infrastructure. The foundation stone for its second phase, costing ₹209 crore, was also laid.
Additional projects include housing for legislators, a ₹292-crore Wildlife Research Institute with facilities for disease surveillance and genetic research, and other urban infrastructure works. Highlighting economic progress, Shah said Assam’s Gross State Domestic Product has risen significantly in recent years, alongside improvements in connectivity, education, and employment.
The Union Minister also paid tribute to Mahatma Gandhi on his death anniversary during the programme.
