BEE Releases State Energy Efficiency Index 2024: Maharashtra, Andhra Pradesh, Assam, Tripura Lead

The Bureau of Energy Efficiency (BEE), under the Ministry of Power, has released the State Energy Efficiency Index (SEEI) 2024, highlighting the energy efficiency performance of 36 States and Union Territories for FY 2023-24. Developed in collaboration with the Alliance for an Energy Efficient Economy (AEEE), the index aims to strengthen data-driven monitoring, encourage knowledge sharing, and foster healthy competition among states.

Launching the index, Shri Akash Tripathi, IAS, Additional Secretary, Ministry of Power and Director General of BEE, underscored that energy efficiency remains central to India’s commitment of achieving net-zero emissions by 2070. He noted that cost-effective measures across key sectors are vital in driving this transition.

Now in its sixth edition, the SEEI 2024 introduces a new implementation-oriented framework with 66 indicators spanning Buildings, Industry, Transport, Agriculture, Municipal Services, Power Distribution Companies (DISCOMs), and Cross-Sector initiatives. These indicators reflect India’s evolving priorities, including electric vehicle policies, energy-efficient buildings, and demand-side management (DSM) strategies.

States and UTs have been grouped into four categories based on their scores:

  • Front Runners (above 60%)
  • Achievers (50–60%)
  • Contenders (30–50%)
  • Aspirants (below 30%)

The top performers across different energy consumption groups are:0

  • Maharashtra (Group 1: >15 MToE)
  • Andhra Pradesh (Group 2: 5–15 MToE)
  • Assam (Group 3: 1–5 MToE)
  • Tripura (Group 4: <1 MToE)

The report also highlights sectoral progress nationwide. Notably, 24 states have notified the Energy Conservation Building Code (ECBC) 2017, 10 states have MSME-focused energy efficiency policies, 31 states have rolled out electric mobility policies, and 13 states are promoting solar-powered agricultural pumps, with Kerala achieving an impressive 74% adoption. Additionally, all 36 States and UTs have prepared State Energy Efficiency Action Plans (SEEAPs), and 31 have set up State-Level Steering Committees on Energy Transition.

The SEEI 2024 is expected to act as a critical policy instrument to guide state-level interventions, accelerate India’s energy efficiency efforts, and support the nation’s climate goals.
