Noida – The Yamuna Expressway Industrial Development Authority (YEIDA) is set to appoint a consultant to prepare the Detailed Project Report (DPR) for the proposed Hathras Urban Centre, the fourth and final urban hub under its Phase-II Master Plan 2031.

The DPR will act as a roadmap for Hathras’ planned growth, covering land acquisition, developer selection, and infrastructure development. It will also outline strategies to transform Hathras into a modern industrial and residential hub.
Earlier this year, the Uttar Pradesh government approved the second phase of YEIDA’s master plan, empowering the authority to oversee large-scale industrial, residential, and commercial projects across four nodes – Mathura, Aligarh, Agra, and Hathras.
The notified area for Hathras spans 358 villages across Sadar, Sadabad, and Sasni tehsils. Strategically located, Hathras connects to Agra via NH 93, to the Yamuna Expressway through SH 33, and serves as a key junction for two major railway lines.
Opportunities and Challenges
Officials highlight Hathras’ strengths, including its connectivity to Aligarh and Agra, strong railway access, and proximity to growth centres. However, challenges such as inadequate last-mile connectivity, unreliable power supply, insufficient water, sewerage, drainage, and healthcare infrastructure remain. The DPR aims to address these gaps with improved roads, electricity, water systems, and civic amenities.
Economic and Industrial Growth Potential
Planned as a hub for manufacturing, agro-processing, and logistics, the Hathras Urban Centre will build upon the district’s strong agrarian base and MSME ecosystem. The project envisions modern housing, social infrastructure, and industrial facilities, creating a self-sustaining urban-industrial ecosystem expected to attract investment and generate large-scale employment.
Potential industries identified include food and agro-processing, beverages, dairy, garments, fabricated metal products, machine tools, electrical appliances, and small vehicles. Proposals also cover specialised machinery for medical use and power-generation equipment.
Existing Industrial Base
Hathras already has about 10,293 registered industrial units, mostly micro, small, and medium enterprises (MSMEs). Key clusters include:
- Agro & Food Processing – 35 dal mills, 32 asafoetida (hing) units, 16 pickle units, and 140 cold storage facilities
- Garments & Hosiery – approx. 1,600 units
- Glass Beads – around 3,300 units
- Ghungaru (anklet) production – 3,124 units
- Chemicals & Ayurveda – 35–40 units for Holi colours and dyes, and 30 Ayurveda medicine units
- Handicrafts & Metal Crafts – 850 handicraft and 85 metal craft units
- Carpet Manufacturing – 3 medium-scale units
Additional facilities include a bottling plant, dairy unit, and BPCL’s LPG bottling plant.
Strategic Positioning
YEIDA’s report also suggests positioning Hathras as a satellite town to Agra, leveraging its proximity to major urban centres and tourism hubs. The development will integrate with projects along the Yamuna Expressway corridor, including the upcoming Noida International Airport, which is expected to serve as a major growth catalyst for the region.
