Surat Gets Gujarat’s First Town Planning Scheme Around Bullet Train Stations

Gujrat: Surat has become the first city in Gujarat to implement a Town Planning (TP) Scheme linked to the Mumbai–Ahmedabad High-Speed Rail Project. The initiative aims to modernise and systematically plan areas surrounding the upcoming bullet train stations.

The state government has approved TP Scheme No. 61 (Kosmada–Chhedcha–Oviyan) under the Gujarat Town Planning and Urban Development Act, 1976. Covering nearly 164 hectares and 135 final plots, the scheme includes the allocation of over 3 lakh sq. metres of land for a new road network, designed to ensure smooth multimodal connectivity and future-ready infrastructure.

Authorities describe the scheme not just as a planning document for Surat, but as a roadmap for inclusive growth. It is designed to strengthen the city’s economic zones, improve residential areas, and integrate transport systems. Significantly, the entire process — from hearings with landowners to final approvals — was completed in just eight months, marking a rare achievement in the history of town planning in Gujarat.

Planned road networks with varying widths have been mapped out to enhance connectivity around the bullet train station area. The initiative reflects the philosophy that “today’s planning shapes tomorrow’s future”, with Surat set to emerge as a model for modern urban development in India.

In total, five TP schemes will be developed around the bullet train corridor, covering seven villages — Kosmada, Chhedcha, Antroli, Sabargam, Oviyan, Niyol, and Vankaneda. These schemes are expected to provide improved infrastructure, quality housing, and enriched living standards, while positioning Surat as a showcase of integrated planning for India’s high-speed rail cities.

The Mumbai–Ahmedabad Bullet Train Project includes 12 stations (eight in Gujarat and four in Maharashtra), with Surat positioned as a major hub for growth and connectivity.
