In a significant boost to aviation infrastructure in Jammu & Kashmir, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the development of a new Civil Enclave at Srinagar International Airport at an estimated cost of ₹1,677 crore.

The project marks a major milestone in strengthening air connectivity and passenger capacity in the Kashmir Valley. Operated by the Airports Authority of India within the Budgam Airbase of the Indian Air Force (IAF), the airport is located approximately 12 km from Srinagar city and has held international airport status since 2005.
Key Project Highlights
The new Civil Enclave will be developed over 73.18 acres and will include:
- A state-of-the-art terminal building covering 71,500 sq. meters (including 20,659 sq. meters of existing structure)
- Peak hour handling capacity of 2,900 passengers
- Annual capacity of 10 million passengers per annum (MPPA)
- Expanded apron with 15 aircraft parking bays, including 1 wide-body (Code E) aircraft bay (9 existing + 6 proposed)
- A multi-level car parking facility for 1,000 cars
- Continued operation of the existing 3,658m x 45m runway by the IAF
The expansion also includes the construction of barracks for security personnel.
Architectural and Cultural Integration
The terminal design aims to blend contemporary airport architecture with Kashmir’s rich cultural identity. Traditional woodwork, locally inspired craftsmanship, and region-specific design elements will be incorporated while maintaining high operational efficiency. The layout will include streamlined passenger processing zones, spacious lounges, and advanced security and check-in systems.
Sustainability Focus
Environmental sustainability forms a core component of the project. Planned features include:
- Advanced rainwater harvesting systems
- Maximum natural lighting to reduce energy consumption
- Use of locally sourced eco-friendly materials
The terminal is targeted to achieve a 5-Star GRIHA rating, reflecting high standards in green building performance.
Boost to Tourism and Regional Economy
The expansion is expected to significantly enhance tourism and economic activity in the region. Improved connectivity will facilitate easier access to iconic attractions such as Dal Lake, Shankaracharya Temple, and the Mughal Gardens. The project is anticipated to generate employment, attract investment, and strengthen Srinagar’s status as a premier tourism and economic destination.
