Bengaluru: The Bangalore Development Authority (BDA) has invited global tenders to prepare the city’s Revised Master Plan (RMP-2041), setting the stage for a data-driven and future-ready urban growth strategy.

The move comes after the RMP-2031 was scrapped due to criticism over weak scientific methodology, limited stakeholder engagement, and its inability to address Bengaluru’s fast-paced and unstructured development. Interested firms can submit bids until September 30, 2025.
According to BDA officials, the new master plan will focus on accommodating population growth, traffic congestion, urban sprawl, and environmental sustainability. A 3D drone survey covering 1,240 sq km (800 sq km under BBMP and 440 sq km under BDA jurisdiction) is already underway to generate spatial data, including base maps, land use patterns, ortho-rectified images, and elevation models.
Notably, Transit-Oriented Development (TOD) will be a central feature of RMP-2041, aiming to build walkable, mixed-use communities around efficient public transport networks to reduce vehicular dependency and improve livability.
L. Shashikumar, BDA’s Town Planning Member, highlighted that the plan would involve detailed land-use assessments, expansion of green spaces, new road networks, and multiple rounds of stakeholder consultations. “The base map is nearly complete. The next step is to integrate land use data and transit-oriented policies,” he said.
Once the draft is prepared, it will be published in the state gazette, allowing 60 days for public feedback and objections. The final plan is expected to be completed by mid-2026, ensuring transparency and public participation throughout the process.
Bengaluru’s last approved master plan was RMP-2015, prepared in 2005. With RMP-2041, the city aims to adopt a modern, inclusive, and globally benchmarked planning framework.
