The National Institute of Urban Affairs (NIUA) has invited Expressions of Interest (EOIs) from qualified domestic experts for providing technical assistance under the CITIIS 2.0 Programme – Domestic Pool of Experts. The EOI was issued on 22 December 2025, with the final submission deadline set for 12 January 2026.

CITIIS 2.0 (City Investments to Innovate, Integrate and Sustain) is the second phase of the flagship urban climate initiative of the Ministry of Housing and Urban Affairs (MoHUA), implemented in collaboration with Agence Française de Développement (AFD), Kreditanstalt für Wiederaufbau (KfW), the European Union, and NIUA as the Programme Management Unit (PMU). The programme builds on the achievements of CITIIS 1.0 and aims to strengthen climate-sensitive planning, promote circular economy solutions, and enhance institutional capacity at city, state, and national levels.
Scope and Objectives
Under CITIIS 2.0, selected domestic experts will provide city-level technical support, particularly focusing on integrated waste management and circular economy projects. The programme supports competitively selected projects across 18 cities, including Agra, Jaipur, Udaipur, Guwahati, Madurai, Srinagar, and Thiruvananthapuram, among others. Each project will pass through two major phases—Maturation Phase and Implementation Phase—with experts guiding project design, documentation, stakeholder engagement, and capacity-building activities.
Component 1 of the programme provides financial and technical support for city-level projects, with grants covering up to 80% of total project cost (up to ₹135 crore), and up to 90% for North-Eastern and hill states, reinforcing the Government of India’s climate commitments under the National Action Plan on Climate Change.
Selection Process
NIUA plans to shortlist up to 12 domestic experts based on a Quality-Based Selection (QBS) approach, from which up to six experts will be appointed for assignments across selected cities. Only shortlisted candidates will receive Requests for Proposals (RFPs) along with detailed Terms of Reference (ToR).
Applicants must possess postgraduate qualifications in disciplines such as urban planning, environmental management, climate change, waste management, or related fields, along with substantial professional experience in urban sector projects. The consultancy duration may extend up to 24 months, with an estimated engagement of 75 person-days per city per year.
Submission Details
EOIs must be submitted both electronically and as a hardbound physical copy by 12 January 2026, 5:00 PM IST. Electronic submissions can be made through the GeM portal or the NIUA website, while physical copies are to be delivered to NIUA’s office at India Habitat Centre, New Delhi. No bid security or earnest money deposit is required.
