New Delhi | NITI Aayog has released a policy report titled “Revitalizing Apprenticeship Ecosystem: Insights, Challenges, Recommendations and Best Practices”, presenting a comprehensive roadmap to strengthen India’s apprenticeship framework as a key pillar of the country’s skilling and employment strategy. The report was launched by Dr. Arvind Virmani, Member (Skill Development, Labour & Employment), and Sh. B.V.R. Subrahmanyam, CEO, NITI Aayog, in New Delhi.

The report provides a detailed assessment of India’s current apprenticeship landscape, identifying structural gaps, regulatory challenges, and implementation bottlenecks that have limited its full potential. Emphasising the importance of apprenticeships in building a skilled and future-ready workforce, Dr. Virmani noted that as India progresses toward the vision of Viksit Bharat @2047, skilling initiatives must evolve in both scale and quality to meet the aspirations of young citizens and the requirements of a rapidly transforming economy. Echoing this view, Sh. Subrahmanyam highlighted that revitalising the apprenticeship ecosystem is critical not only for improving employability outcomes but also for driving productivity and innovation within enterprises. He observed that the report’s recommendations align India’s apprenticeship system with global best practices, fostering a dynamic and inclusive framework that benefits industry and youth alike.
Structured around 20 action-oriented recommendations, the report outlines a clear implementation roadmap with defined responsibilities and measurable performance indicators. The recommendations are organised under five interlinked pillars: policy and systemic reforms, structural and regulatory strengthening, state- and district-specific interventions, industry and employer engagement, and apprentice-level support mechanisms. Additionally, it includes a compendium of best practices drawn from Indian states, industry initiatives, and international experiences, positioning apprenticeships as a strategic investment in human capital and national competitiveness.
