NDMC Plans Smart Upgrade of 157 Parking Sites in Delhi, Reserves 5% Space for Women

New Delhi: The New Delhi Municipal Council (NDMC) plans to transform 157 parking sites across its jurisdiction into smart parking facilities, introducing real-time parking availability, digital payments and dedicated parking spaces for women. The proposed initiative aims to modernise parking management, improve convenience for motorists and strengthen surveillance across on-street, off-street and multi-level parking facilities.

According to the tender document, the proposed system will replace manual parking operations with technology-enabled infrastructure, including Automatic Number Plate Recognition (ANPR) cameras, FASTag readers, boom barriers and digital displays indicating vacant parking spaces. Motorists will be able to check availability through a mobile application and web portal, reserve spaces in advance, purchase monthly passes and make cashless payments.

The system will be integrated with a central Parking Operations Control Centre and NDMC’s Integrated Command and Control Centre to facilitate real-time monitoring of parking facilities and transactions.

Dedicated Pink Parking Zones for Women

A key feature of the proposed project is the introduction of designated ‘Pink Spots’ for vehicles driven by women. At least 5% of the total parking area at each site will be reserved for these vehicles. The designated spaces will be clearly marked with road paint and signboards at visible locations, including entry and exit points.

The parking facilities will also include designated spaces for persons with disabilities, with appropriate signage. Surveillance cameras will cover entry and exit points to improve security and monitoring.

Technology-Driven Parking Management

The proposed system will identify vehicles parked for more than 24 hours and generate alerts for the Delhi Police, NDMC or the concerned agency. In addition, surveillance systems will be deployed along designated 200-metre road stretches to detect unauthorised parking and issue real-time alerts, except at temporary parking lots.

The selected operators will also be required to deploy towing vehicles equipped with cameras and GPS in each cluster to address unauthorised parking. Road markings will identify paid parking areas, no-parking zones, restrictions and nearby free parking spaces, in accordance with the applicable Indian Roads Congress guidelines.

The project also includes provisions for electric vehicle (EV) charging facilities, subject to requirements developed in consultation with NDMC. Parking operators will be responsible for checking and correcting uneven surfaces and waterlogging at off-street sites to ensure smoother vehicle movement. They must also identify and mark trees within parking areas and obtain NDMC’s permission before any required cutting or trimming.

Three Clusters Covering Around 15,060 Car Spaces

The project will cover approximately 15,060 Equivalent Car Spaces (ECS), divided into three clusters: Connaught Place, north of Connaught Place and south of Connaught Place.

The Connaught Place cluster comprises 48 parking sites, while the northern and southern clusters include 63 and 46 sites, respectively.

The selected agencies will pay fixed monthly licence fees of ₹2.05 crore for Connaught Place, ₹2.25 crore for the northern cluster and ₹2.10 crore for the southern cluster. This amounts to a combined monthly licence fee of ₹6.40 crore, in addition to sharing a portion of gross parking revenue with the civic body. The estimated monthly revenue from parking fees across all three clusters is projected to exceed ₹7 crore once the system becomes fully operational.

Five-Year Contract and Tender Timeline

The selected agencies will be responsible for designing, implementing, operating and maintaining the smart parking system. The contract will run for five years, including a three-month implementation period, with the concessionaires bearing the capital and operational costs.

According to the tender document, the selected operators will also have to provide performance security totalling approximately ₹19.21 crore across the three clusters. Payments will be routed through an escrow account, and three consecutive missed payments could lead to contract cancellation and forfeiture of the security deposit.

The tender became available on October 22, 2026. A pre-bid meeting is scheduled for October 30, with bid submissions due by November 12 and technical bids scheduled to open on November 13.

If implemented as proposed, the initiative could mark a significant shift towards technology-enabled parking management in central Delhi, combining digital services, improved enforcement, designated parking for women and provisions for electric vehicle charging. The Pioneer / MSN
