New Delhi: The Delhi Development Authority’s (DDA) proposed ice-skating stadium at the Dwarka Sector 23 Sports Complex has not received approval from the Delhi Urban Arts Commission (DUAC) due to incomplete documentation and the absence of the architect during an online presentation.
The development comes as the DDA has indicated that most of the civil work for the skating rink has already been completed and the facility is expected to be inaugurated within the next couple of months.
According to an official familiar with the matter, the proposal has not been rejected on design grounds. It can be resubmitted once the required deficiencies are addressed. The DUAC has sought complete information as prescribed under its conceptual-stage checklist, along with a presentation by the architect who prepared the proposal.
The proposed facility is planned as Delhi’s first full-sized ice-skating rink built to international specifications. It is expected to cater to both public use and competitive events and support multiple winter sports, including ice skating, figure skating, ice hockey and curling.
The proposal was submitted online by the architect for consideration by DUAC and was examined along with the project drawings, documentation and report. However, the minutes of the meeting highlighted the absence of authorisation from the owner appointing the architect. DUAC’s guidelines also require the architect who prepared and submitted the proposal to personally make an online presentation before the Commission, explaining the design concept, planning approach, major design considerations and compliance with applicable planning, urban design and architectural requirements.
4,200-Sq-Metre Complex with International-Size Rink
The sports complex is spread across approximately 4,200 square metres and will include a standard-sized 60-metre by 30-metre ice rink, conforming to global norms for professional competitions.
The facility is expected to strengthen Delhi’s infrastructure for ice sports, which have so far remained limited because of the lack of suitable venues. Its location within the cloverleaf section of the Dwarka Sector 23 Sports Complex also provides connectivity to major road networks, including the Dwarka Expressway, UER-II and the tunnel linking Dwarka Sector 21 with Terminal 3 of Indira Gandhi International Airport.
With civil work reportedly nearing completion, the next step for the project is to address DUAC’s documentation and presentation requirements and resubmit the proposal for consideration. HT
