Vadodara, Gujarat | The Government of Gujarat is rapidly transforming the UNESCO World Heritage site of Pavagadh into a world-class pilgrimage and tourism destination under a comprehensive ₹359 crore master plan. The ambitious redevelopment project aims to preserve the site’s rich cultural and religious heritage while significantly improving infrastructure, accessibility, and visitor amenities.
The redevelopment centres around the historic Mahakali Temple atop Pavagadh Hill, one of western India’s most revered Shakti Peeths. A newly developed temple complex has replaced the older, congested structures, offering larger prayer spaces, improved circulation, and enhanced facilities for devotees. The project also includes upgraded pathways, better crowd management systems, public conveniences, landscaping, and supporting infrastructure designed to accommodate the growing number of pilgrims.
According to the Gujarat Information Department, the transformation has already resulted in a remarkable increase in visitor numbers. Since the redevelopment initiative began, more than 3.84 crore devotees have visited the shrine over the past four years, highlighting Pavagadh’s emergence as one of India’s fastest-growing religious tourism destinations.
The master plan extends beyond the temple precinct to improve the overall pilgrimage experience. New infrastructure includes enhanced pedestrian routes, expanded public spaces, improved connectivity, visitor amenities, and integrated facilities that balance religious significance with modern tourism requirements. These interventions are intended to ensure safer movement, reduce congestion during peak pilgrimage seasons, and provide a more comfortable experience for visitors.
Pavagadh, together with the historic city of Champaner, forms the Champaner–Pavagadh Archaeological Park, a UNESCO World Heritage Site recognized for its unique blend of Hindu and Islamic architecture, archaeological remains, forts, palaces, mosques, temples, and water management systems dating back several centuries.
The Gujarat Government says the redevelopment demonstrates its commitment to conserving cultural heritage while creating sustainable tourism infrastructure. By combining heritage preservation with modern urban planning and visitor-focused facilities, the project seeks to strengthen Pavagadh’s position as a major spiritual, cultural, and tourism destination for both domestic and international visitors.
