New Delhi: In a major push towards affordable and transit-oriented urban development, the Delhi Development Authority (DDA) has identified 14 land parcels across metro corridors in Delhi for residential and mixed-use development under the Transit Oriented Development (TOD) policy. The initiative aims to improve housing availability, reduce urban sprawl, and promote sustainable living linked with public transport infrastructure.
According to reports, the identified plots together measure nearly 3.6 lakh square metres and are strategically located along the Blue, Red, Green, Pink, and Yellow Metro Lines. Six of these sites are situated in East Delhi, including areas such as Dilshad Garden, Jhilmil, Preet Vihar, Karkardooma, and Mandawali/Fazalpur, while three sites are located in Dwarka. Other parcels are spread across Rohini, Madipur, Peeragarhi, and Rohtak Road.
One of the largest identified parcels is a triangular site behind Kailash Deepak Hospital in Karkardooma, covering around 76,251 square metres along the Blue Line metro corridor. Officials stated that all identified sites are presently vacant and suitable for TOD-linked development.
The move comes as part of the implementation of Delhi’s recently notified TOD regulations, which seek to integrate high-density development with mass transit systems. Under the policy, nearly 65% of the built-up area in such projects must be reserved for residential use, with dwelling units capped at approximately 100 square metres to encourage affordable and mid-income housing.
The DDA has reportedly been directed to upload details of the identified sites on its portal to invite participation from private developers and investors. Several private proposals linked to TOD projects have already been submitted separately, indicating growing interest in transit-linked real estate development in the capital.
In addition to residential zones, some identified locations also include industrial and commercial pockets near metro corridors. Proposed sites include industrial areas in Dilshad Garden and Jhilmil along the Red Line, housing pockets in Preet Vihar and Mandawali near the Blue and Pink Lines, and residential plots in Rohini near the Yellow Line.
Urban planners believe the TOD policy could significantly reshape Delhi’s growth pattern by encouraging compact, walkable neighbourhoods centred around metro connectivity. The model is expected to reduce dependence on private vehicles, improve land-use efficiency, and support environmentally sustainable urban expansion.
Under the amended TOD framework, developers will also be required to reserve a portion of land for green and open spaces. The revised regulations further allow higher floor area ratios (FAR) and increased development flexibility around metro and regional transit corridors.
The initiative aligns with the broader vision of creating integrated urban communities where housing, mobility, employment, and public infrastructure are closely connected. Experts note that effective implementation and transparent planning processes will be crucial in ensuring that the TOD policy delivers genuinely affordable housing while maintaining urban liveability.
