The Assam Cabinet has approved a series of major infrastructure, administrative, and policy reforms aimed at strengthening road connectivity, modernising land governance, and improving public service delivery across the state.

A budget allocation of ₹115 crore has been sanctioned for the construction and upgradation of roads in key districts including Karbi Anglong, West Karbi Anglong, Dima Hasao, and Tinsukia. The investment is expected to significantly enhance regional connectivity, particularly in hilly and remote areas that face persistent infrastructure challenges.
In a move towards administrative digitisation, the Cabinet approved two amendments to the Assam Land and Revenue Regulation, 1886, enabling digital hearings, electronic filing of documents, and technology-based service delivery. These reforms aim to reduce case backlogs, improve transparency, and ensure legal validity for electronic processes, aligning land administration with contemporary governance practices.
The amendments also position Assam to benefit from the National Incentive Framework, under which the state may become eligible for incentives of up to ₹150 crore for successful implementation of digital governance reforms.
On the administrative front, the Cabinet approved amendments to the Assam Police Manual, allowing personnel from both armed and unarmed branches to appear for the Assistant Sub-Inspector (ASI) examination, expanding career progression opportunities within the police force.
In land-related decisions, over 31 bighas of land have been allocated in Sonapur for the Tirupati Tirumala Devasthanam, while approximately 900 families in Kamrup (Metro) will receive land pattas under the Basundhara land rights scheme, strengthening tenure security for residents.
Additionally, the Cabinet approved the regularisation of eight staff members employed at Mumbai Assam Bhawan and cleared the temporary upgradation of the Liaison Officer post at Assam Bhawan, New Delhi, to the rank of Senior Liaison Officer, enhancing inter-state coordination and representation.
These decisions collectively reflect Assam’s focus on infrastructure development, digital governance, administrative reform, and inclusive land policy, reinforcing the state’s long-term development and institutional efficiency agenda.
