Project Seabird Phase IIA: New Naval Housing Inaugurated at Karwar

Karnataka: Milestone under Phase IIA of Project Seabird, the Indian Navy inaugurated newly constructed residential accommodation at Naval Base Karwar on February 21, 2026. The ceremony was presided over by Vice Admiral Krishna Swaminathan, Flag Officer Commanding-in-Chief, Western Naval Command, in the presence of Vice Admiral Rajesh Dhankhar, Director General Seabird, and other senior naval officers.

The newly developed housing complex, located East of Manzil Creek and Amadalli, comprises one tower of married accommodation for senior sailors with 60 dwelling units (DUs) and four towers providing 240 dwelling units for naval defence civilians. The construction has been executed by M/s NCC Ltd., Hyderabad, reinforcing private sector participation in strategic defence infrastructure development.

These residential facilities form part of the broader Phase IIA expansion of Project Seabird, which aims to substantially enhance operational capacity at Karwar. The ongoing development will enable berthing of a larger number of ships and submarines and includes the establishment of a Naval Air Station, a full-fledged Naval Dockyard, four covered dry berths, and integrated logistics facilities for ships and aircraft. Upon completion, the base is expected to accommodate approximately 10,000 uniformed and civilian personnel along with their families, thereby generating substantial economic stimulus for the region through increased industry activity, employment generation, and tourism.

The project adheres to environmental compliance norms laid down by the Ministry of Environment, Forest and Climate Change and the Indian Green Building Council. On completion, Project Seabird Phase IIA is projected to achieve ‘IGBC Gold Rated’ status, underscoring its sustainability credentials. Notably, over 90 percent of materials and equipment used in the project have been sourced domestically, aligning with the Government’s ‘Aatmanirbhar Bharat’ initiative.

With the inauguration of the residential complex, the Indian Navy has taken another strategic step in strengthening maritime infrastructure along the western seaboard, reinforcing Karwar’s emergence as a key naval hub in India’s long-term maritime security architecture.
