The National Institute of Urban Affairs (NIUA) has invited applications for the position of Consultant Grade-II (Environment Planning) under the project Naya Safar Yojna Scheme and Swach Pawan Neel Gagan Swasth NCR (SPNG-NCR). The position is based at the National Capital Region Planning Board (NCRPB) office in New Delhi.

NIUA is an autonomous institution under the Ministry of Housing and Urban Affairs (MoHUA), while NCRPB is a statutory body constituted under an Act of Parliament under the Ministry of Housing and Urban Affairs. The engagement will provide specialised technical and advisory support to NCRPB in areas including urban and regional planning, environmental sustainability, infrastructure and economic development.

Key Responsibilities
The selected consultant will support NCRPB in planning, environmental and infrastructure-related assignments. Key responsibilities include:
- Assisting in the preparation, review and quality assurance of functional and sub-regional plans.
- Supporting implementation of planning policies and preparation of guidance notes.
- Reviewing master/development plans and their conformity with the regional plan.
- Providing inputs on urban utilities and infrastructure planning.
- Supporting infrastructure-readiness assessments for urban areas, industrial zones and economic nodes.
- Advising on environmental sustainability, carrying-capacity assessments, climate resilience and green infrastructure.
- Supporting preparation of bankable Detailed Project Reports (DPRs).
- Assisting with economic and environmental impact assessments of major infrastructure projects.
- Supporting measures to reduce air pollution in Delhi-NCR.
- Preparing briefing notes, presentations, policy papers and analytical reports.
- Contributing to NCRPB knowledge products, including annual and sectoral reports.
- Attending technical meetings, workshops and conferences as required.
Educational Qualification
Candidates should possess a Master’s degree or higher in:
- Environment Planning
- Environmental Engineering
- Environmental Science
with a minimum of 60% marks, over a basic Master’s degree in Geography/Economics or a Bachelor’s degree in Civil Engineering, Architecture, Physical Planning or Science.
Experience Required
Applicants should have 8–15 years of post-qualification professional experience in the environment field, including at least five years in positions involving considerable responsibility.
Candidates should have experience in at least three of the following four areas:
- Environment-related studies and projects, including EIA, pollution abatement and monitoring.
- Urban/regional spatial studies.
- Urban utilities and infrastructure such as water, sewerage, solid waste, power and transport.
- Economic development and investment planning.
Experience involving multiple agencies, jurisdictions or stakeholders is also required. Candidates should have proficiency in data analytics, statistical tools and AI applications, along with working knowledge of GIS-based mapping and database systems.
Desirable Experience and Skills
Preference may be given to candidates with experience in government or statutory bodies, development-finance-funded urban or infrastructure programmes, and major Government of India urban initiatives such as Smart Cities Mission, AMRUT 2.0, PMAY-Urban, Swachh Bharat Mission Urban and PM GatiShakti National Master Plan.
Experience in research publications, State Town & Country Planning Acts, the National Infrastructure Pipeline, multidisciplinary team leadership and engagement with senior government counterparts is also desirable.
Applicants should have strong skills in policy evaluation, urban governance, spatial planning, analytical and report writing, technical documentation and communication. Proficiency in English is required, while working knowledge of Hindi is desirable. Familiarity with ArcGIS, QGIS or equivalent GIS platforms and data visualisation tools is an advantage.
Place of Posting
The selected consultant will be based at the NCRPB office, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
