99th NPG Meeting Reviews Rail and Road Projects Under PM GatiShakti

The 99th meeting of the Network Planning Group (NPG), held under the PM GatiShakti National Master Plan and chaired by Shri Pankaj Kumar, Joint Secretary (Logistics), DPIIT, reviewed key infrastructure projects aimed at enhancing multimodal connectivity and logistics efficiency.

The session evaluated one major road project of the Ministry of Road, Transport & Highways (MoRTH) and three railway projects of the Ministry of Railways (MoR), covering both Greenfield and Brownfield developments. Among the railway projects, the new 40.2 km Baramulla–Uri broad gauge line in Jammu & Kashmir is expected to provide all-weather connectivity, boost tourism in the border region, and hold significant strategic value for defence.

The doubling of the 73.5 km Qazigund–Badgam line will decongest the corridor, facilitate seamless movement of military and passenger trains, and strengthen regional connectivity once integrated with the Indian Railways network in 2025. Additionally, the proposed third and fourth lines between Ambala and Jalandhar, spanning 138 km, will ease congestion on one of the busiest corridors, reduce delays, and enhance capacity for agriculture, industry, and defence logistics, especially in linking Punjab, Haryana, and Jammu & Kashmir.

On the road infrastructure front, MoRTH proposed upgrading the existing Khagaria–Purnia stretch of NH-31 and NH-231 in Bihar into a four-lane divided carriageway, connecting underdeveloped districts of the Seemanchal region with Patna and other economic hubs. With features including major bridges, ROBs, toll plazas, and truck lay bays, the project is expected to improve accessibility, promote trade, and support inclusive growth by linking marginalized communities with key markets and services.

Collectively, these projects are aligned with PM GatiShakti’s vision of an integrated, multimodal infrastructure network that reduces travel time, strengthens logistics, and delivers significant socio-economic benefits across the country.
