In a major push for grassroots governance and faster execution of civic works, the Delhi Cabinet has approved ₹53 crore for local development initiatives across all 11 districts of the city. Chief Minister Rekha Gupta announced the decision on Tuesday, stating that the move aligns with the government’s “perform, reform, and transform” governance mantra. Local Development Projects

The funds have been allocated under two new schemes – the Integrated District Project Fund and the District Project Fund. While ₹20 crore has been assigned to the former, the latter receives ₹33 crore. This means each district will get ₹3 crore to independently carry out small-scale but crucial development works without delays caused by higher-level bureaucratic procedures.
“The aim is to decentralize the governance mechanism, allowing district-level authorities to directly implement projects such as road repairs, community center maintenance, drainage systems, CCTV installation, and school upgrades,” said CM Gupta.

A major highlight of the initiative is the empowerment of district magistrates (DMs) to approve and implement projects within their jurisdiction, ensuring quicker and more efficient delivery of services. The schemes are also intended to support infrastructure, community amenities, and welfare projects such as cow shelter maintenance and pond rejuvenation.
Implementation will be carried out by key agencies including the Public Works Department (PWD), Municipal Corporation of Delhi (MCD), and the Irrigation and Flood Control Department.
Each district will have a dedicated Project Approval Committee (PAC) led by the District Magistrate. Other members will include the Additional District Magistrate (ADM), Sub-Divisional Magistrate (Headquarters), Block Development Officer (BDO), Senior-most Accounts Officer, and a representative of the implementing agency.
This localized funding approach is expected to significantly reduce delays and improve the quality of life at the neighborhood level across Delhi.
