Focus on Faster Implementation and Project Monitoring

During the meeting, the committee discussed measures to accelerate the implementation of PMAY-U 2.0, with particular emphasis on timely approvals, effective monitoring and the delivery of housing benefits to eligible beneficiaries.

The Secretary, Department of Urban Development, stressed the need for closer coordination between the Ministry, States and Union Territories, and Urban Local Bodies (ULBs). States and Union Territories were urged to submit complete and accurate proposals in accordance with the scheme’s guidelines, resolve implementation bottlenecks and expedite the completion and occupancy of approved houses.

The committee also emphasised the need to ensure that completed houses under the Affordable Housing in Partnership component are occupied promptly so that eligible beneficiaries can access the intended benefits.

PMAY-U 2.0: Expanding Access to Affordable Housing

Launched in September 2024, PMAY-U 2.0 aims to provide financial assistance of up to ₹2.50 lakh per eligible family to help one crore additional urban poor and middle-class families construct or purchase a permanent house. The scheme covers eligible Economically Weaker Section (EWS), Low Income Group (LIG) and Middle Income Group (MIG) households with an annual household income of up to ₹9 lakh.

The scheme operates through four verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and the Interest Subsidy Scheme (ISS). These components address different housing requirements, ranging from construction on beneficiaries’ own land to purchasing homes in public or private housing projects and accessing affordable rental accommodation.

Under the Interest Subsidy Scheme, eligible EWS, LIG and MIG families can receive interest subsidy of up to ₹1.80 lakh on housing loans of up to ₹25 lakh, subject to the applicable scheme conditions.

Women-Centric and Inclusive Housing Development

PMAY-U 2.0 places particular emphasis on women’s ownership and co-ownership of houses to strengthen their financial security and participation in household decision-making.

According to MoHUA, of the 20.80 lakh houses sanctioned under PMAY-U 2.0, approximately 20.16 lakh houses, or 97%, have been allotted to women either individually or jointly. The scheme has also sanctioned 1.81 lakh houses for senior citizens, 3.61 lakh for Scheduled Caste beneficiaries, 1.06 lakh for Scheduled Tribe beneficiaries and 9.14 lakh for Other Backward Classes beneficiaries.

Progress Towards Housing for All

The latest approvals represent continued progress towards the government’s affordable housing objective. According to the Ministry, more than 1.27 crore houses have been sanctioned under PMAY-U and PMAY-U 2.0 combined, of which 1.01 crore houses have been completed.

The focus now remains on accelerating implementation, strengthening coordination between government agencies and ensuring that approved housing reaches eligible families in a timely manner.
