DDA Invites E-Tender for ₹6.05 Crore Road Cleaning and Sweeping Work in Rohini

New Delhi: The Delhi Development Authority (DDA) has invited online percentage-rate tenders for day-to-day cleaning, sweeping and scavenging of roads, footpaths and cycle tracks in Rohini Zone under Nazul Account-II. The work will be carried out through Mechanical Road Sweeping Machines (MRSM) as well as manually on roads having a Right of Way (ROW) greater than 18 metres under the jurisdiction of RCC-3, Rohini Zone.

According to the E-Tender Press Notice issued by the Executive Engineer, Rohini Maintenance Division-8 (RMD-8), DDA, the estimated cost of the contract is ₹6,05,56,983, with an Earnest Money Deposit (EMD) of ₹12,11,140. The stipulated period for completion of the work is 365 days. The tender notice is dated 19 August 2026.

The last date for submission of the tender is 26 August 2026 up to 3:00 PM. The technical bid is scheduled to be opened on 27 August 2026 after 3:30 PM, while the date and time for opening of the financial bid will be notified separately.

Eligibility and Experience Requirements

The tender is open to eligible contractors registered with DDA and CPWD as per their enlistment. It also permits participation by contractors from appropriate lists of MES, BSNL, Railways, State PWDs, MCD, autonomous government organisations, government departments, municipal bodies, public sector undertakings and other government authorities in India, subject to the specified experience requirements.

Bidders are required to demonstrate satisfactory completion of similar works during the last seven years. The notice specifies experience requirements at 40%, 60% and 80% of the estimated cost, with prescribed experience specifically involving Mechanical Road Sweeping work. For three similar works, the qualifying value is ₹2,42,22,793, including Mechanical Road Sweeping work of at least ₹1,25,93,026. For two similar works, the corresponding requirement is ₹3,63,34,190, including Mechanical Road Sweeping work of at least ₹1,88,89,538. For one similar work, the requirement is ₹4,84,45,586, including Mechanical Road Sweeping work of at least ₹2,51,86,051.

The tender defines similar work as “Cleaning, Sweeping of Roads by Mechanical Road Sweeping Machine (MRSM)”. The notice also states that the value of previously executed similar works will be brought to the current cost level by enhancing the actual value at a simple rate of 7% per annum, calculated from the date of completion to the last date of submission of the work.

Mandatory Bid Documents

Bidders must submit their bids online in two parts—Technical Bid and Price/Financial Bid. The technical bid requires documents including a valid enlistment order or proof of registration with the Contractors Registration Board (CRB) of DDA, proof of payment of the applicable e-tender processing fee, EMD of ₹12,11,140 through the IFMIS portal, work-experience certificates, PAN card, GST registration and other prescribed documents.

For partnership firms and companies, additional documents such as the registration certificate or partnership deed, Articles of Association and Memorandum of Association, and Power of Attorney for the authorised signatory are required, as applicable. The tender also requires an undertaking that the successful bidder will arrange the required MRSM within 10 days from the date of award of work. Failure to arrange the machine within the stipulated period may result in forfeiture of the Performance Guarantee/Performance Security.

Penalty for Non-Cleaning

The tender includes a specific penalty clause for areas covered under the scope of work. If roads, footpaths, side berms, cycle tracks, bell mouths or other designated areas are found unclean, or vegetation is observed during inspection, the contractor may face a penalty equivalent to twice the applicable amount calculated under the relevant schedule items. The contractor will also be responsible for costs arising from fines, penalties or challans imposed by government agencies.

The notice further states that incomplete or ambiguous submissions, discrepancies between uploaded documents and original documents, or deficiencies relating to mandatory information, documents or EMD may lead to rejection of the bid.

The tender has been issued by the Rohini Maintenance Division-8 of DDA, with the office of the Executive Engineer located at Madhuban Chowk, Rohini, Delhi-110085.
