The Government of NCT of Delhi, through its Department of Training & Technical Education (DTTE), has issued a Notice Inviting Expression of Interest (EoI) from reputed and experienced industry partners to participate in the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.
According to the official notice, expressions of interest are invited from industry partners, industry associations, consortia, industry-led foundations, and academic institutions that are promoted or operated by industry. Selected partners will collaborate with the Delhi government to modernise Government Industrial Training Institutes (ITIs) and transform them into industry-aligned Centres of Excellence.
Hub-and-Spoke Model for Skill Development
Under the PM-SETU framework, the Delhi government plans to engage Anchor Industry Partners for establishing and managing selected clusters of government ITIs across the National Capital Territory. The initiative will follow a Hub-and-Spoke model, aimed at ensuring outcome-based training, improved curriculum relevance, and enhanced employability for youth.
The PM-SETU scheme is a centrally sponsored initiative focused on bridging the gap between industry requirements and vocational training by upgrading infrastructure, pedagogy, and industry linkage within ITIs.
EoI Availability and Submission Timeline
The EoI document will be available for download from the Delhi Government e-Tendering Portal and the DTTE departmental website from 12 January 2026, 10:00 AM onwards.

Strengthening Industry–Academia Collaboration
The initiative is expected to significantly strengthen industry–academia collaboration in Delhi’s vocational education ecosystem, aligning skill development with emerging sectoral needs and supporting youth employment outcomes.
